TS STAND FOR TECHNICAL SPECIFICATION

The big three automotive manufacturers Daimler Chrysler, Ford Motor Company and General Motor Corporation have set up a International Automotive Task Force ( IATF ). TS is prepared by IATF, JAMA (Japan Automobile Manufacturers Association) with support from ISO Technical Committee

  ISO/TS 16949:2002 consists of –

»
ISO 9001:2000 requirements ( Text printed in the box )

»
Automotive sector specific requirements ( Text printed outside box )

»
Customer specific requirements ( To be specified by customer )

TS is applicable to manufacturing site. If there are more than one site, all sites have to go together for certification

The only permitted exclusion allowed in TS relates to clause 7.3 where the organization is not responsible for product design and development. However, permitted exclusion does not include manufacturing process design. Design responsible organization is the one with authority to establish a new, or change an existing product specification

Organization has to demonstrate process approach. A process is a method to transform or convert inputs ( raw materials ) in to outputs ( product, component ) by using available resources ( people, machines ) and by doing specific activities ( turning, grinding ). Supportive activities (maintenance, system ) need to be defined. Performance indicators
( defect rate in ppm ) for all processes to be fixed

The knowledge and use of the eight quality management principles should be demonstrated and cascaded throughout the organization. All actions must stand to the test of these eight principles.

These principles are as follows –

1.
Customer focused organization

2.
Leadership

3.
Involvement of people

4.
Process approach

5.
System approach to management

6.
Continual improvement

7.
Factual approach to decision making

8.
Mutually beneficial supplier relationship

Organization must understand Lean Manufacturing ( waste control) Principles.

“IATF Guidance to ISO/TS 16949:2002” is a document containing recommended automotive industry practices, examples, illustrations & explanations and provide assistance in the application to conform to the requirements of this TS. Organization should make use of this document

The goal of this TS is the development of a QMS that provides for continual improvement, emphasizing defect prevention and the reduction of variation and waste in the supply chain

New concepts to be learned and implemented in TS are –

1.
APQP – (Advance product quality planning.) This is a group ( Cross Functional Team ) exercise that avoids mistakes done in the past and puts learnings from past experiences in to effective use

2.
PPAP – (Production part approval process. ) This is a system usually required by customer for approval of new parts. It specifies the number and type of reports to be submitted with the sample/pilot lot to customer

3.
FMEA – (Failure mode effects analysis.) This is a brain storming exercise to track down probable modes of failure during all stages of manufacturing process deciding the methods to prevent such failures. Here the failure also means the process going out of specifications

4.
Control plans

5.
MSA – (Measurement system analysis.) This is a method to study variation in measurement system and is expressed as a percentage to total process variation
